#MainaGate: Maina Should Prove His Innocence In Court, Not To Buhari – Jiti Ogunye

Legal Practitioner, Mr Jiti Ogunye, has asked the embattled former chairman of the Presidential Task Force on Pension Reforms, Mr Abdulrasheed Maina, to present himself before the court rather than requesting to meet with the President.
Mr Ogunye described Maina’s comments and request to meet with the president as “cock and bull stories”, as well as an attempt to evade the justice system.
He made this known on Channels Television’s Sunrise daily, in response to an exclusive interview of Maina in which he insisted that he was innocent of the allegations preferred against him.

“Maina wants to meet with Mr Presdient over what? Do we even respect our court at all? Do we respect our judicial process? Do you know that in this country, Supreme Court justices are being tried in court? Who is he to be saying that he wants to recover money?
“Present yourself, you are a fugitive from justice. Have your day in court prove your innocence there – that is the law that I know. All this talk about I want to see the president – for what? He has seen the Attorney General of the Federation and he told us that he visited Maina to the knowledge of the National Security Adviser of Nigeria”.

Mr Ogunye, speaking further about the involvement of the Attorney General of the Federation, Abubakar Malami, in Maina’s return and reinstatement, described the situation as a disgraceful and monumental scandal.
The AGF had denied having any involvement when he appeared before the House of Representatives ad-hoc committee, set up to investigate the case, last week.
He also gave a detailed report of recoveries made, as well as an existing pension fraud syndicate made up of politicians, legislators and retired civil servants, as well as Maina himself.
Mr Ogunye, however, stressed that “the AGF should concern himself with the role he played, whether legally, morally, ethically, even politically, it was correct for him to have played that role.
“In the course of his testimony before that committee, the AGF was forced to disclose that he visited Maina in Dubai.
“What is the business of the Attorney General of the Federation, visiting a fugitive from justice outside the shores of Nigeria,” he questioned.
“My presumption was that a deal was struck on how to bring Maina back into the country behind the back of Nigerians, reinstate him and then launder him back to service”.
According to Mr Ogunye, contrary to what Malami said, all fingers point at him as being at the centre of Maina’s reinstatement.
“What he said has been disproved by others including the head of service. According to them, he was the one who initiated, instigated and triggered the whole process by writing letters and issuing directives to the Federal Civil Service Commission.”
Giving a suggestion to the government on what should be done, he said rather than taking Maina seriously and having a sit down with him, the government should take itself seriously.
“The government should on the contrary, take Maina seriously by bringing Maina to justice,” he asserted.
Meanwehile, a Senior Advocate of Nigeria, Mr Robert Clarke, who also spoke on the breakfast show, supported the idea that Maina should be given a chance to speak with President Buhari.

Osinbajo Blows Hot, Warns Neighbouring Countries

Let me again thank you all for your attendance at this Quarterly Business Forum on agriculture, agribusiness, and the agro allied value chain. I think we are at a special moment in our journey to food security, and to becoming a power of sorts, especially of processed agricultural products in particular.
We are in a special moment because the Federal Government has shown commitment towards agriculture and entire value chain. We have seen enthusiasm of all the players, including the small farmers all across the country.
Getting feedback concerning issues that have been raised, there is cheaper credit, and the President directed that we set up a small committee to look at the issue of intervention funds in agriculture. It is clear, that we are not able to bring down interest rates overnight, the way out is by some kind of intervention agreement.
I chair a committee to look at how to monitor and use intervention funds. We will ensure that the funds go to the right people and also monitor the use of the funds. We are also refining the Anchor Borrowers’ Programme, and other intervention schemes that we have.
Listening to questions concerning lower tariffs, we must pay higher tariffs, these sorts of things are inevitable. What we are trying to do is not increase tariffs for now, but how we can ensure we clean up the entire value chain. I’m sure you are aware of the Payment Assurance Guarantee which we put in place for over N700billion to ensure gas is paid for and for liquidity in the whole value chain.
Today, we will be meeting with the World Bank on a scheme they have been working with us on to fund the entire value chain, and ensure we transit smoothly from where we are, to a much more market-determined policy for electricity. This will involve a fair amount of subsidy and help the Federal Government and World Bank are working together on that. There is no way of sustaining the current subsidies long term, but we want to ensure the process is smooth.
Dealing with the gridlock in Apapa port, the first thing to recognize is that the port is meant to be a 34 million metric tonnes capacity port. Now it is doing 80million metric tonnes, so it is obviously a port far too small for the size of business it is doing.
We have met with all of the important stakeholders, asides from those who do their business there like Flourmills, Dangote and BUA. We have also met with the Navy, Police, NPA, Lagos State Government, all federal agencies working in the ports and port concessionaires.
At our last meeting, we worked on a number of initiatives and agreed on a number of things that have to be done. I went personally to see for myself what was going on in the port area. There is a major problem there, but everyone has agreed on what to do and there is a plan which we are executing. Nothing would happen overnight, but we have a good plan that will make it work.
We have taken a number of decisions; empty containers are to be relocated to holding bays, shipping companies would no longer be allowed to operate holding bays within the port, tank farms would not to be permitted within the Apapa area and process licensing access to trailer parks by NPA to commence. A task force has been set up to manage traffic within the Apapa and Tin Can Island environs.
The PEBEC team has been monitoring what’s going on and we are watching closely to solve the problem. As you can imagine, it is a long running problem and the roads in that neighborhood are extremely bad but we are trying to fix them.
We agreed that Dangote Group will carry out palliative works and reconstruction of some major sections of the Apapa road, which is expected to be completed by June 2018. Procurement processes have also been concluded for construction of Liverpool road to Tin Can, to Mile 2, Oworonshoki up to the toll gate. The Honeywell Group has committed to construct a trailer park, they have started and will complete it very shortly. BUA Group agreed to do the works around the Tin Can Island road. We have it in hand, and we are watching and following up on it.
On excise duty, I have read the PWC study, which goes in one particular direction. And being a professor and having read several studies, I know how studies can generally represent the point of view that you prefer. We will consult the study, and make sure that this does not hamper business and raise costs in any way to discourage production.
On poultry, we go back to the problem around smuggling and what to do when supply does not meet demand. There is a huge demand for poultry and despite local production, people are still buying imported poultry. Just as we did, with tomatoe paste industry, we must work something out with poultry.
In developing the policy for the tomatoe industry, we were quite sure of what it would take to bring local production to the point where cost don’t go high because we are banning imports. We have got a fair balance and soon all will see the policy as a good one. With poultry, it is a similar situation, it is something we must work on and the Honourable Minister of Agriculture will work on that, so that we can get some sort of balance.
Smuggling is a serious threat to our economy, and Mr. President has asked me to head a team to work out what needs to be done. We are making the point to our neighbors, that smuggling is an existential threat, we can’t permit the level of smuggling going on.
Last year, there was over 500,000 metric tonnes of rice around Christmas, which the Minister of Agriculture told us about and how it came in through one of our neighbours, but we blocked it.
Now, three shiploads of rice have left Thailand, 120,000 metric tonnes, going to this same neighbour of ours who have very large warehouses where they store this rice. It is very clear that this rice is for us because our neighbours don’t consume parboiled rice, they consume the white broken rice. It is clear that our neighbours do excellent business, with allowing rice to come into Nigeria and other products including poultry
I think it is important for us as a country, to make the point clear, that we are not going to accept that. We are all within the same economic zone and work together, so we go in a friendly and polite manner as possible, to ensure that this practice stops.
For those who are familiar with it, the duty in some of these neighboring countries, especially for rice, is deliberately set lower than ours, it is about a fourth of ours. We have increased duty tax so as to discourage importation but they would naturally drop duty to encourage import and then it would come to Nigeria.
I think we are at a point where we are making a fair amount of progress with the land issues also with the State Governors. It is not a problem we can solve overnight. For titling of land, banks find it difficult to accept lands just as it is, banks won’t accept the lands without titles, one of the issues we are working with State Governments is to ensure titles are done effectively and effectively as quickly as possible. Lagos, Kano and Rivers are working very well with us.
We have an Ease of Doing Business initiative for the sub-nationals, and at the moment, a road show is going on, trying to encourage State Governments to work with us. There is no national policy on land titling.
With respect to land clearing, we have heard from BOI and Minister of Agriculture on how we need to assist States, particularly the Southwest, to ensure that we support land clearing.
I have noted the suggestions that have been on a standing -consultative forum on agriculture and agri-business. This will be extremely useful and we should do. How we should go about it will be left with the Minister of Agriculture and Minister of Industry, Trade and Investment to work those out.
So let me again express my gratitude to your all for you time and for all of what you have done to make the Nigerian economy work well. All of us know how difficult it has been, but I am encouraged by the efforts which individuals, associations and groups are making to improve things, our circumstances and our situation as an economy.
We are all firmly of the view that this country can do a lot more than what it is doing if we get the infrastructure and incentives right. This country can be one of the major agriculture and agric-business centres in the world. I am sure if we work together we can achieve all of that.
Fundamental to our economic policy is private sector leadership, and we have emphasized that time and time again. We have tried to establish several public – private sector platforms including this one, the quarterly business forum. The constant engagement in my view is the way to go.
If we continuously engage and interact this way, we will resolve most of the problems that stand in the way of our becoming the great economy that our country surely has the potential to be.

Court Compels INEC To Register Political Party

The Abuja Division of the Federal High Court has directed the Independent National Electoral Commission, INEC, to register Socialist Party of Nigeria as a new party.
Justice Gabriel Kolawole gave the order in a judgement on Tuesday, following an application by members of the party.
He said the SPN had fulfilled necessary requirements for registration and directed INEC to issue it a certificate of registration within 30 days from the date of his judgement.
Representatives of the SPN had approached the court after INEC terminated its registration process in August 2014 for alleged failure to comply with verification procedures.
The plaintiffs: Segun Sango, Chinedu Bosah, Mikaliu Mohammed, Emmanuel Adikwu, Agbebire Marcellus and Nuhu Zira, asked the court to nullify the termination of their registration, stressing that they had complied with necessary registration procedure including the payment of N1 million, establishment of a headquarter in Abuja and the creation of a National Executive Committee comprising at least 24 representatives from across the country and Abuja.
They asked the court to stop INEC from further collecting a mandatory N1 million from parties seeking to be registered for political activities.
The plaintiffs also demanded a refund of the N1 million they had paid to INEC, as well as N1 million to serve as the cost of instituting the suit.
The judge agreed with some of the requests made by the plaintiff, namely that the registration of SPN as a political party be restored by INEC.
Mr. Kolawole ruled that INEC was bound by sections 78, (2) (3) and (4) to proceed with necessary steps for the registration of a political party within the stipulated time, adding that the electoral umpire had no right to.

#MainaGate: Buhari ordered AGF Malami to meet with me, ensure my reinstatement – Maina

The embattled former chairman of the Presidential Pension Task Team, Abdulrasheed Maina, on Tuesday said his reinstatement started with a meeting with the Minister of Justice and Attorney-General of the Federation, Abubakar Malami, as ordered by President Muhammadu Buhari.
In a video aired by Channels TV on Monday, Mr. Maina, wanted for alleged corruption, explained how the current administration held meetings with him and returned him to the civil service.


His secret reinstatement, exposed in October by PREMIUM TIMES, outraged Nigerians and raised questions about the Buhari administration’s seriousness about tackling corruption.
The president responded to the report with alarm, and ordered an immediate investigation as senior government officials directly involved in Mr. Maina’s recall traded blames and denied responsibility.
Despite receiving the report of the investigation, the president has not sanctioned anyone for the scandal till date.
Instead, Mr. Buhari swiftly fired the Secretary to Government, Babachir Lawal, and head of the National Intelligence Agency, Ayo Oke, indicted in separate corruption cases. Critics said those sackings were diversionary.
In his first known public comments, Mr. Maina appeared to imply the president merely feigned ignorance to pacify a roiled public as he was not only in the know about his reinstatement, but he ordered it.
Mr. Maina said he initially decided not to return to work despite a court order reinstating him because some people in the past administration did not want him back.
“The letter of dismissal, I didn’t even receive a letter. It was when I heard about it (that) my lawyers went to court. They took the Senate to court and the court quashed whatever was the report of the Senate. The court also removed all the warrant of arrest. The court upheld that I should return to work. That was in April 2013. But the last administration refused to take me back to my job. They refused to obey the court order. The Head of Service was asked not to return me to the office. The Federal Civil Service Commission chairperson at that time did not want me to return to office.

“Now I did not return to office but when this government came in, the president gave his note that go and sit down with Maina, I’ve given you the approval. They sat down with me after the security agencies cleared me of any wrong doing.”
Mr. Maina said he has never been sued in any court of law for any allegation.
“Nobody has ever taken me to court in Nigeria. I want Nigerians to know. I have never been taken to any court of law. Nobody has ever sued me for anything. I’ve never been take to any court of law.
“I have sued all the security agencies that we are talking about and I have won. I have full court judgements. They place my name on INTERPOL, I went to court and removed it. They did this, I did this I removed it. There is nothing they have not done. Even the one they could not do, they went to immigration, put my name on no fly list. I went to the airport. I was in Nigeria, that was in 2015. I went to the court, the court granted me N2 million damages for not flying that day.”
He relayed how he helped the government recover N1.3 trillion through the AGF.
He added that the process of his reinstatement started after the Attorney General, Mr. Malami, visited him.
“As soon as this present government decided to sit with me, and after sitting with, me, I told them I will not leave you to go back to Nigeria without something in your pocket. I’m going to give you something in your pocket and the Minister laughed. The Minister of Justice said what are you going to give us as gift? I gave him a document, I say go here, here, here, there’s N1.3 trillion they are going to steal it because they’ve been stealing every year. He was shocked, he said not possible. I said sir, with all due respect, could you please try it, this is a gift I’m giving you. I haven’t gotten to Nigeria, I’m just giving you a gift. I say try it for you to understand where I’m coming from.
“I’m not a saint but I try as much as I can to help the system. The minister thought that won’t be possible, when he got back, he realised I gave him a correct information. Now, after giving him this information, he asked me, when are you coming back, I said I will soon be back. I said I have a court order. So, I asked my lawyer to write a petition. He now wrote a petition to government and the Minister set up a committee to look at the petition. They looked at the petition and recommended that this is a court order that there’s no question of going back on it, nobody has appealed it since 2013 so government must obey it.
“So, he sent a letter to the Federal Civil Service Commission to say this is the petition I got in my office, I’m attaching the court order which you must respect. I’m hearing people are saying he’s directing people to reinstate me. No, he said you must respect the court order, this is the court order because he is the chief officer of the country. Now, the document was taken to the Federal Civil Service Commission. I went to the Federal Civil Service Commission, they told me they have just received the documents, they are going to see me later and we have a meeting. After that meeting, they wrote office of the head of service. They say we want you to sit down with your Senior Staff Committee and after that you send it to the Ministry of Interior; that was used at that time because they were coerced which I later found out. The Senior Staff Committee was coerced by the then Head of Service, Mr. Isa Bello Sanni to make sure they send me out and packing because I had stopped the inflow of 5.2 billion monthly to the office of the Head of Service.”
The Special Adviser on Media and Publicity to President Muhammadu Buhari, Femi Adesina, refused to comment on the allegation.
Reached Tuesday night by phone, he told PREMIUM TIMES, “Anything on that issue, get in touch with the AGF”.
The Attorney General did not respond to phone calls. His spokesperson, Salihu Isah, could not also be reached as his telephone line was switched off.

#Restructuring: Southern Senators demand implementation of 2014 Confab report

The Southern Senators’ Forum has urged President Muhammadu Buhari to convene a meeting of the leaderships of the National Assembly, state houses of assembly, and governors.
The forum said the meeting would brainstorm on the implementation of the 2014 National Conference report.
The chairman of the forum, Hope Uzodinma, made the call in a communiqué he read at the end of a retreat of the group in Calabar on Saturday.
The retreat had the theme: “National Unity and Restructuring’’.
According to the chairman, the forum resolved that its members will liaise with their colleagues in the National Assembly to kick-start a legislative process that will ensure the implementation of the report.
He also said the group urged the leadership of the National Assembly to bring up the report for consideration.
“After presentation of papers, contributions and general brainstorming, it was resolved that Nigeria and Nigerians have come a long way.
“As such, it has become imperative and in the interest of all to live together as one united family under one indivisible and indissoluble country with justice, equity and fairness.
“While the unity of Nigeria should not and cannot be compromised under any circumstance, it has become apparent that the foundation upon which Nigeria was built at independence in 1960 has been eroded.
“There is a need to return to the original dream of true federalism which was a product of negotiation, compromise and accommodation,’’ he said.
The retreat witnessed presentation of papers from prominent Nigerians on various subject matters, including “Sustaining National Unity in a restructured Nigeria’’.
Others are: “Provisions for National Unity in the 1999 Constitution (Amended), Between the Dreams of pre-Independence Nationalists and Restructuring: A Critical Look at the Past and Present, Imperatives of Restructuring in Multi-Religious Nigeria. (NAN)

90 percent of road accidents caused by alcohol, hard drugs – FRSC

Mr Shuaibu Bello, the Unit Commander, Nsukka disclosed this in Nsukka on during the 2017 flag-off of Ember months campaign rally titled “Right to life on highways, Not Negotiable” aimed at educating drivers, motor-cyclists , tricycle drivers and other road users on how to imbibe safety culture while driving. 
Bello said some of the human factors that resulted in road crashes were drivers over-speeding, lack of concentration, tiredness, driving under the influence of alcohol and dangerous over-taking on the highway. He urged transporters and National Road transport workers to ensure that drivers obey road signs and traffic laws by ensuring regular training of drivers. 
“Research have shown that human factors contributes 90 per cent of road accidents that have consumed lives and rendered millions physically challenged. 
“And a good drivers before embarking on any journey would check the state of vehicle to ensure its worthiness for the trip. he said Bello further revealed that the country recorded 9494 accidents in 2016 out of which 2638 were fatal that resulted in the death of 5053 people while 1423 were minor cases, adding that some of the accidents were avoidable if proper cautions were taken. 
The Enugu Sector Commander of FRSC Mr Edward Zamber represented by the state sector operation , Mr Jude Eke urged drivers and other road users to drive safely during the ember months adding that FRSC would continue to do its best to ensure safety on the roads which will go a long way to reduce number of accidents. Zamber advised Nigerians to resist the temptation alcohol and other drug, describing those who sell alcohol inside motor parks as agents of darkness that want drivers to involve in accidents. 
In his remark the chairman of Nsukka LGA Chief Ejike Asadu commended the FRSC for the rally noting that taken caution and obeying traffic rules would help immensely to prevent accidents Asadu however expressed disappointment that commercial drivers, motorcyclists and tricycle drivers that were the target of the rally did not attend the rally in their numbers, saying: “The FRSC is doing its best to help ensure sanity in our roads we should assist the commission as safety on our roads must be everybody’s concern.

#BBOG: Buhari renews commitment to rescue Chibok girls

President Muhammadu Buhari has renewed his commitment to bring back all the Chibok girls held by terrorists operating in the North-east using all possible means, just as he expressed appreciation of the progress made in the rehabilitation the 106 freed girls now back in school.
The president, who was reviewing the progress report submitted to him in line with his commitment to personally monitor the rehabilitation and reintegration into society of the freed Chibok girls, also gave assurances that government will provide full support for their education.
In line with, the president has approved payment of N164,763,759 (one hundred and sixty four million, seven hundred and sixty-three naira) for the second semester school fees of the 106 Chibok girls at the American University of Nigeria, AUN in Yola.
According to the progress report received by the president, the decision to pursue avenues in addition to military action to free the abducted girls is in the resolve to protect the lives of all Nigerians, to end the insurgency in the North-east of the country, and to fulfil one of the campaign promises of the president. In line with this, the federal government entered into negotiations with the Boko Haram terrorist group for the release of the Chibok girls who were kidnapped from their school dormitory on the night of April 14, 2014.
So far, two batches of 21 and 82 girls have been freed as a result of those negotiations. Three additional girls were rescued by the gallant efforts of our armed forces, bringing the total number of freed Chibok girls so far to 106.
As a result of their experiences while in captivity, the freed girls were severely traumatised and afflicted by various ailments and injuries. Hence, they were taken to secure medical centres for attention. They also went through debriefing and de-radicalisation by security operatives, after which the girls were handed over to the Federal Ministry of Women Affairs and Social Development.
The Federal Ministry of Women Affairs and Social Development was assigned the main role in supervising the rehabilitation and reintegration of the girls back into society. Long before the girls were released, the federal government had established the ‘Chibok Girls Desk’ in the ministry, responsible for acting on matters relating to the abducted Chibok schoolgirls, and serving as a channel of communication between relevant agencies and the parents and relatives of the abducted girls.
The government, through the ministry of women affairs and in collaboration with the United Nations Fund for Population Activities, UNFPA, UN Women, and other donor agencies, embarked on programmes earmarked to facilitate the rehabilitation and reintegration of the Chibok girls with a nine-month time frame.
A hostel in the National Centre for Women Development was converted into a suitable shelter, where the girls were kept for the nine-month period. The programme, which began in January 2017, ended in September 2017. During the period, the 106 girls were given lessons in English, Mathematics, Biology, Agriculture, and Civic Education. In addition, they were trained in ICT and vocational skills. Professionals were engaged to provide them with psychosocial therapy and one-on-one counselling to help them overcome post-traumatic stress disorder (PTSD). They were also provided with religious instruction and comprehensive care by two in-house doctors and two nurses. Periodic visits from the girls’ parents to stimulate family support and reunion were sponsored and organised by the ministry.
Having successfully achieved the desired goals of the rehabilitation and reintegration programme, with recorded significant improvement in the academic performance of the girls, in September, a final send-off party was organised for the 106 Chibok girls and they were subsequently moved to the American University of Nigeria (AUN) in Yola for their foundation studies and continuation of their education. The AUN had successfully established a foundation school for 14 out of the 57 Chibok girls who escaped while the rest of their classmates were taken to the Sambisa forest by Boko Haram.
The absorption of the 106 girls into the school marked the beginning of their integration into the larger Nigerian society, thus fulfilling President Buhari’s promise of providing the best education for them.
Although they have been officially handed over to their parents, the federal government will continue to be responsible for the payment of the Chibok girls’ school fees right up to their graduation from the school.

Borno State Government to convert the house of Former #BokoHaram Leader into a Museum

The house of the former leader of the insurgent group, Boko Haram, Mohammed Yusuf will be converted to a museum, the Borno government has said.
The state Commissioner for Home Affairs, Information and Culture, Dr Mohammed Bulama, disclosed this at the sidelines of the 9th National Council for Culture, Tourism and National Orientation held in Dutse, Jigawa.
The Council with the theme “Tourism and Culture as Panacea for Nigeria’s Economic Recovery’’ was organised by the Federal Ministry of Information and Culture.
We are going to convert the house of the leader of the Boko Haram sect Mohammed Yusuf where the insurgency all started from, to a museum.
The place is called Maarcas; we want to build a museum there where all the things that had happened relating to the insurgency will be archived.
We want to document and archive all that had happened so that our future generation will be able to have first-hand information,” he said.

Bishop Kukah advocates unity, use of Anthem’s 2nd stanza as opening and closing prayers at events

The Catholic Bishop of Sokoto Diocese, Bishop Matthew Kukah, has urged Nigerians to stick to the use of second stanza of the National Anthem at events to further promote unity.

The clergyman made the call while delivering an address at the two-day retreat organised by the Southern Senators’ Forum in Calabar on Saturday.

He said the use of Muslim or Christian prayers at events would only make Nigerians more aware of their differences.

“I am worried that we are increasingly making ourselves aware of our differences.

“This is further dividing us. I am always worried and I have had a lot of argument with people about the idea of Christian and Muslim prayer.

“If we continue at this level, one day there will be prayer for light skinned and not so light skinned people, short or tall people.

“I am chairman of the Governing Council of Nasarawa State University and the only opening prayer we say in all our meeting is second stanza of the National Anthem which is as good a prayer as ever,’’ he said.

He urged Nigerians to continue to promote things that would further unite the nation than divide it. (NAN)

The Finance Minister, Kemi Adeosun, said the 500 Nigerians would be served letters from Monday to invite them to take advantage of the tax amnesty to regularise their tax status and avoid prosecution and fines.
According to a statement from her office, the minister disclosed this on Saturday at a workshop organised by the Federal Ministry of Finance, Federal Inland Revenue Service, FIRS, and Joint Tax Board, JTB for lawyers, accountants and other professionals in Lagos.
The names of the affected Nigerians were compiled by the government recently as part of tax amnesty policy under the Voluntary Assets and Income Declaration Scheme, VAIDS, initiative.
VAIDS, an initiative of the Federal Ministry of Finance in collaboration with the State Tax Authorities, provides tax defaulters a nine-month opportunity to voluntarily and truthfully declare previously untaxed assets and incomes.
The tax amnesty period is expected to lapse on March 31, 2018.
“The first 500 letters are ready and will go out this week,” the Minister said. “But, there are many more.
“Receiving the letter is not an accusation of deliberate wrongdoing” but rather a notice that the data suggests possible underpayment and a prompt to check compliance,” the minister explained.
“It is premature to call such persons tax evaders as there are many reasons that taxpayers may have failed to comply. We will only label people as real tax evaders when the amnesty deadline expires and they have failed to regularize.
“We are sending out thousands of letters to those in the high risk categories. But our advice is that every person and every company should do a self-assessment and take advantage of VAIDs to correct any under declaration, irrespective of whether they get a letter,” she added.
Mrs. Adeosun said government was generating lots of data, both locally and internationally, on property ownership and other items by Nigerians.
As part of efforts to develop reliable tax payers database, Mrs. Adeosun said government had reviewed all companies that received major payments from the federal government in the last five years to identify those who may have made money from government, but under-declared.
The minister said after the government’s tax compliance team had looked at import records and compared the value of goods imported to the tax declarations of the importers, its findings on the variance was “wide, disturbing and worrisome.”
On personal income tax, she said government had reviewed property and company ownership as well as registration of high value assets and foreign exchange allocations, to give a sense of the lifestyles of their owners.
“We found major non-compliance. In some cases, people declared as little as N10 million as income, but purchased expensive property overseas and in Nigeria, registered high specification vehicles and funded luxurious personal events, costing multiples of the declared income,” she noted.
“We have blocked a major loophole by using data to profile tax payers. Thus, someone owning properties across multiple states and overseas can selectively declare knowing that tax authority had no means of cross checking.
“This is especially the case with overseas assets and income where state governments lacked jurisdiction. But with the centralisation of data under Project Lighthouse within the Federal Ministry of Finance, a major loophole has been plugged,” she added.
The minister reiterated the willingness of the government to prosecute tax evaders after the tax amnesty period had elapsed.
She therefore called on tax professionals to advise their clients to uphold honesty in the declaration of their assets and income as well as the regularisation of their tax status.
To create awareness on the tax amnesty programme, the minister said the federal government had recruited and trained 2,190 Community Tax Liaison Officers, CTLOs out of which about 1,710 have been deployed to 33 states.
The CTLOs are currently operating in Adamawa, Cross River, Delta, Edo, Enugu, Kaduna, Kwara, Lagos, Nasarawa, Niger, Ogun and Oyo, among others.
The CTLOs were part of the 7,500 job opportunities the federal government said would be generated for Nigerians through the N-Power scheme.
Noting the cooperation between the federal, states and foreign governments, Mrs. Adeosun said they have provided an unprecedented level of data to the Nigerian government.
These data, she said, had allowed government profile taxpayers accurately and identify those whose lifestyle and assets were not consistent with their declared income.

#2019Election: Join political parties, effect the change you need, VP Osinbajo urges youths

Vice President Yemi Osinbajo on Wednesday urged youths in the country to join political parties ahead of the 2019 elections to enable them be voted into political offices so that they can effect the change they wanted in governance. 
Osinbajo, who was represented by Sen. Babafemi Ojudu, Special Adviser to the President on Political Affairs, made the call at the Emerging Political Leaders Summit in Abuja. Vice President Yemi Osinbajo, SAN He also said that it was not enough for youths to always complain about bad leaders, but that they should break the status quo by taking the chance to be elected and create the transformation they needed for a change. “Youths have a challenge in their hands for the future of our country; so, I advice you not to sit down and fold your hands and be lamenting over bad leadership or politicians. “Get down to business, organise and do something to become elected political youths; after all, Enahoro became a leader in this country at the age of 23 and later moved a motion for the nation’s independence at the age of 27. “The leaders there today will vacate the place tomorrow so if you the youths don’t start preparing today by getting mentored and learning the ropes, there is no way you will perform very well if the mantle of leadership falls on you tomorrow. So, there is need for you to go in there and participate,’’ he said. Also speaking, the former Deputy Governor of Central Bank of Nigeria (CBN), Mr. Kingsley Moghalu, said that youths had the power to change their destiny to a better future by participating in politics from the grassroots. Moghalu said that what the country needed was a democratic revolution at the polling units, adding that for it to happen, the citizens should recognize that they had the power to change and improve governance. “If they don’t exercise that power, if they keep selling their votes for N2, 000 so that they will eat today, their children will have no jobs in the future. “It is high time Nigerians stopped seeking immediate gratification; they always love what they can get now and that is killing us as a nation. “If this continues, then the citizens are just as irresponsible as the leadership they condemn,’’ he said. Moghalu said that the next line of action lay with the citizens, adding that “we have talked enough, the politicians don’t listen, they keep carrying on in their old ways. “We have had enough but if that is true, then we must act like we have had enough and take up the challenge to change the status quo.’’ The convener of the summit, Mr. Wale Ajani, said the event was organsied to brainstorm ahead of the 2019 elections towards problem-solving both economically and politically for country’s development. Ajani said that the summit became imperative at this auspicious moment in the nation’s history because Nigeria had remained a country of enormous potentials for several decades but unable to perform better in human development and economic indices. “Leadership failure is largely at the heart of the current woes bedevilling Nigeria, with little being done to build a new crop of leaders. “The nation seems fixated; the citizens have come to have very low expectations of their leaders. The summit provides a platform for qualitative conversations and discourse about Nigeria.’’ He said that it was time for Nigeria to have a paradigm shift as an alternative to the current system where there already existed a disconnection between citizens’ expectations and service delivery by politicians.

Our security structure has collapsed, says Saraki

Senate President Bukola Saraki says the country’s security structure has collapsed.
Saraki said this on Wednesday after Tijjani Kaura, senator representing Zamfara north, sponsored a motion on the killings and arson that took place in Shinkafi local government area of Zamfara.
The senate president said there is a need to redesign the country’s economic structure.
He said the legislature has shown that it is committed to all issues not just security.
“Clearly, all the messages that are coming is that there is definitely a collapse of what is either called security infrastructure or national security, with this level of impunity,” Saraki said.
“People all over now illegally carry arms around the whole place. The fact that in the past, many committees had been set up to look at the reformation of the police but as of today, no action has been taken.
“Issues were raised on whether there is the need for what is called state police or community police but the big point is that it is for us to redesign the structure and based on that decide on what the solution is, not the solution before the design.
“Of course, the issue of funding of our security agencies is there too. And we have shown here many times how committed we are and our national approach to major government issues. We must be able to define exactly what we want to do in taking this problem head-on.”
While moving the motion earlier, Kaura noted that 23 died after an attack was carried out on Mallamawa and Tungar kahau villages.
He said many houses were also burnt and property worth millions of naira destroyed.
“Similarly, four villages, namely; Maikamarimi, Gidan Anna, Mallamawa and Tungar Kahau were burnt to ashes including all their farm produce worth about N385, 000, 000,” he said.
“Worried that the military operation Harbin Kunama that was launched by President Muhammadu Buhari to flush out the bandits is still in place and such attacks are happening unabated.”
The senate resolved to set up an ad hoc committee on country’s security situation.

#MainaGate: I did not order reinstatement, promotion of Maina – AGF

Minister of Justice Abubakar Malami has denied giving directives for the reinstatement of former Chairman of Presidential Task Force on Pension Reforms, Abdulrasheed Maina back into the Federal Civil Service.
Maina was sacked by the Federal Civil Service Commission for absconding from his duty post.
Malami, Thursday at the Aliyu Madaki-led House of Representatives ad hoc committee investigative hearing on the disappearance, reinstatement and promotion of Maina said the letter of reinstatement did not emanate from his office because as at 5th October, 2017, Maina’s reinstatement matter was ‘work in progress’ that has not been completed.
He however said the consideration being given to Maina’s request for reinstatement was borne out of national interest that overrides individual interests
The Minister of Interior, Gen. Abdulrahman Dambazzau also washed his hands off the reinstatement saying the office of the Minister did not write any letter to that effect, since it was an establishment rather than policy matter which he oversees.
Dambazzau said, the Permanent Secretary Abubakar Magaji, who is on sick leave would be in the best position to address the issue.
Similarly, the   Head of Civil Service of the Federation (HoCSF), Winifred Eyo-Ita said she did not direct the Ministry of Interior to act on the reinstatement following a letter from the AGF requesting the reinstatement.
She said she withheld the letter that was forwarded to her desk by the FCSC in order to make further clarification because the action was against the anti-corruption stance of the government.
According to her, she formally questioned the proprietary of the Permanent Secretary of the Interior Ministry, Magaji for acting on the AGF letter without directives from the office of the HoCSF.
The acting Chairman of the Federal Civil Service Commission (FCSC), Joseph Oluremi said his Commission acted on the reinstatement based on the letter from the AGF, who made it clear that legal process concerning the issue were carefully examined.
He also said it was not the duty of a Ministry to reinstate any official.
Both Eyo-Ita and Oluremi said being the chief Legal officer of rhe country, they have no basis to question the AGF notwithstanding that they are aware of the statutory responsibilities of their respective offices.
Malami, who disclosed that a multi – sectoral pension fraud syndicate is fleecing the country of N3.7b monthly, in his presentation said he got clearance from relevant security agencies and the National Security Adviser, Gen. Babagana  Monguno before his meeting that was arranged through a third party with Maina in Dubai, United Arab Emirate (UAE) where he was availed further information on recovery drive and individuals involved.
Malami absolved himself of the reinstatement of Maina saying he delegated the examination of the request by Maina’s lawyers for reinstatement to one of his subordinates.
The AGF said his minutes to correspondences between himself and the line officer in charge of the matter were about the need for the officer to present stronger evidence-based argument for the reinstatement.
Saying that he was embarrassed by media reports that he was compromised about the reinstatement issue, Malami said, “As at 5th October, 2017, the issue of Maina was still work in progress, I did not give any directive that Maina be reinstated.
“The issue of reinstatement of Maina was done with no strings attached, based on court processes and the fact that none of the parties exercised their rights of appeal, I acted in the best interest of Nigeria, not on any individual’s interest”
“The legal opinion of the AGF was anchored on my oath of office and the responsibility of the office”.
He said based on the correspondences between himself and the line officer and his minutes on the correspondences, “The letter of reinstatement of Maina couldn’t have emanated from my office.
“That letter of 21 Feb, when I was confronted with that letter by the Senate, it didn’t ring a bell at all in my memory. What I did was going back to the office to call for the file. And then arising from the file, I could confirm that there was a letter from the Miana’s lawyer.”
“I could confirm that I treated that letter in February and directed the line officer to treat it. I could confirm that the line officer revert back to a memo expressing an opinion with a draft letter, suggesting that I should direct that Maina should be reinstated.
“I could confirm that my mind was agitated over the content and the conclusion of that letter and I could confirm that I minuted on the letter of April that ‘develop further opinion to convince me that the content and conclusion of the judgement in support of the Maina’s lawyer reasonably suggests a conclusion for a consequential effect to the judgment.’”
“I could confirm that there was no further correspondence from the line office up to sometimes in May when the line officer now came up with additional memo and in that memo tried to justify the conclusion that I could direct for the reinstatement of Miana.”
“And I could equally that in that memo; reference was made to court process relating to Indutrial court in which Maina filed an action against the federal government.
“And I could confirm as well that I minuted on that memo directing the officer to make available copies of those court processes that were not made available in support of the memo and I could confirm there was no further correspondence in that regard until sometimes in October precisely on the 5th day of October when the line officer came up with a clean-up copy of the letter seeking my endorsement. In that letter, he was making reference to the previous correspondence.
“And when the correspondence and processes could not ring bell in my memory until I read the letter with the hope to reduce the situation, it was the point at which the whole media issue surrounding the matter now evolved. So, what I am saying in essence, my position is as far as Maina’s request for reinstatement was concerned, it was indeed, a work in progress as at the fifth day of October, 2017”.
He also said pension fraud was beyond Maina, stating that a syndicate that cut across all sectors, including serving and retired public officers, including members of the National Assembly was involved in the cornering N3.7b monthly from pension funds.
He said it was discovered that over 116,000 ghost workers responsible for N829m monthly spread across 29 bank accounts have been uncovered.
He disclosed that his office has commenced investigation on the pension fraud in some key Ministries, Departments and Agencies (MDA).
“Maina was part of the syndicate until things fell apart between them, the decision I took was not about Maina but in the larger interest of Nigerians,” he added.
On his part, Maina’s counsel, Muhammed Katu said there was no need for the hearing since  the House has already adjudged Maina guilty having asked security agencies to arrest and prosecute him in its resolution.
He however said Maina is willing to attend the hearing and she’d light on the issue but is seeking protection of the House that security agencies would be prevailed upon not to arrest or harass him.
He said Maina was never dismissed because those that carried out the purported dismissal lacked the authority to do it, adding that Maina went on exile because his life was in danger.
He said Maina was still in service and working for the government, and that 23 files were recently referred to him as Acting Director.
While displaying the original copy of the letter, Katu said Maina was reinstated through a letter  signed by Dr. R.K Attahiru of the Department of Human Resources in the Interior Ministry.
The Inspector-General of Police (IGP), Ibrahim Idris said Maina is still on its wanted list and the International Police has been placed on red alert.
Deputy Inspector General of Police (DIG), Valentine Tochukwu, who represented the IGP, said there was no record of any police officer attached to Maina.
He also said Police authority has no details of pension fraud in the service.
In same vein, Independent Corrupt Practice and Other Related Offences Commission (ICPC) acting Chai an Abdulahi Bako also said the Commission has no role on the disappearance or reinstatement of Maina.
The Committee said the Economic and Financial Crimes Commission (EFCC) must appear before it on the next adjourned date of 30th November, 2017.
